CHAMPIONING CHANGE FOR VULNERABLE ROAD USERS
ADVOCACY IN ACTION
Here for the long haul, the New Zealand Vulnerable Road User Trust champions safer roads by partnering with pedestrians, cyclists, riders, and all road users across the country. We believe safer journeys come from working together, listening to each other, and speaking up when it matters. Our advocacy is grounded in real experiences and genuine collaboration so everyone can enjoy a safer path ahead.
THE VULNERABLE ROAD USER SUBMISSION
The 2024 Vulnerable Road User Submission, authored by NZVRU Trust Chair Julia McLean, was presented to the New Zealand Parliament and is currently under review by the Transport and Infrastructure Select Committee.
This submission calls for:
Recognition of vulnerable road users in transport legislation
Inclusion of vulnerable road user safety in road education and driver training
Improved data collection and reporting on incidents and fatalities
Collaboration between central and local government to strengthen safety outcomes
This work represents a critical milestone in bringing the Pass Wide and Slow message and now the Vulnerable Road User Hierarchy into New Zealand’s national conversation about road safety.
OUR ADVOCACY IN ACTION
The Trust actively engages with government agencies, councils, and communities to ensure vulnerable road users are seen, heard, and represented.
Through collaboration and evidence-based research, the Trust advocates for policy and behavioural change to protect those most at risk.
Our work includes:
Presenting submissions and reports to parliamentary and council hearings
Participating in road safety working groups and public consultations
Sharing stories and real experiences to bring human perspective to data
Promoting the Pass Wide and Slow safety campaign nationwide.
Advocacy is not only about legislation - it’s also about education and empathy.
By sharing stories, highlighting research, and promoting awareness campaigns, the Trust aims to build a culture where all road users take responsibility for one another.

PASS WIDE AND SLOW AWARENESS RIDE 2026
On 5 & 6 September 2026 walkers, cyclists and horse riders / carriage drivers are encouraged to participate in the international PWAS awareness ride to promote this life saving message.
